CMP Legal Mandates
NHMFC created the Community Mortgage Program (CMP) through the issuance of UHLP-Corporate Circular No. 14. CMP, an off-shoot of the Unified Home Lending Program (UHLP), to assist legally organized associations of underprivileged and homeless citizens to purchase and develop a tract of land under the concept of community ownership.
R.A. 7279 (Urban Development and Housing Act of 1992), adopted CMP as a component of the National Shelter Program thereby elevating the CMP from a mere corporate program to a program of national importance.
R.A. 7835 (Comprehensive and Integrated Shelter Financing Act of 1994), provided the needed funding assistance for CMP by appropriating P 12.78 billion from the national government for a period of five years or until such time that the amount is fully released to the program.
Executive Order 272 (Authorizing the Creation of the Social Housing Finance Corporation and directing the Transfer of CMP, AKPF and other Social Housing Functions of NHMFC to SHFC ).
